Another Rollover Budget to be Announced
At Legislative Council next Thursday 27th March, Treasury Minister Mark Brooks will propose a motion calling for a roll-over budget for the start of forthcoming financial year.
There has been no decision, so far, by the FCDO on what the Financial Aid Settlement for St Helena will be from the 1st April.
Late resolution of the Financial Aid Settlement now happens most years. This means SHG do not have an agreed budget and spending has to specially authorised to keep SHG’s health, education and other pubic service functional. Late Financial Aid Settlements also disrupt and delay progress on capital projects, large and small.
This uncertain situation often continues for the first quarter of the financial year, while waiting for FCDO to finalise the financial aid package. It is only after the Financial Aid Settlement has been finalised that Treasury Minister, Mark Brooks, can present a new budget to Legislative Council for the 2025-26 financial year.
